Los tacos gobernador originated in Sinaloa in the 1980s-1990s. The most cited origin credits their creation to a seafood restaurant in Culiacán, Sinaloa, where they were made for the then-governor of the state (hence the name 'gobernador' — governor). The dish combines Sinaloa's abundant shrimp with the Mexican tradition of cheese-filled tacos (quesadillas) — the shrimp-and-cheese combination is the dish's defining feature. Tacos gobernador became popular beyond Sinaloa in the 2000s and are now a standard item at seafood restaurants across Mexico.

A taco gobernador is a folded flour tortilla with a golden, charred exterior and a melted, gooey interior of shrimp, cheese, and diced vegetables. The first bite is rich and savory — the cheese pulls in strings; the shrimp is tender; the poblano and tomato add sweetness. Eaten by hand, two or three per serving, with salsa and lime.
