Chelo kabab rose to fame in the Qajar era when Tehran's bazaar eateries paired charcoal-grilled meat with chelo, the elegant steamed rice of the Persian table. The royal-sounding combination of one fillet kebab (barg) and one minced kebab (koobideh) earned the name soltani, a meal fit for a sultan, and it remains the dish every Iranian restaurant is judged by.
